The ECP Clean Air and Industrial Emission Reduction Initiative includes the following aspects in design rationale as a replicate of the Eco-City Initiative:
1. ECP membership across various working groups recognizes China's clean air efforts, especially relevant to the urgency of combating air pollution in metropolitan centers including Beijing and Shanghai and their outskirt provinces. The air pollution control measures mandated by the Central Government of China have made the call for higher emission control standards for the utility industry, especially coal-fired power plants, and the manufacturing sectors of important industrial products, e.g. cement and steel;
2. Accordingly, the provinces that host the heavy manufacting bases are pressured to deploy advanced and cost-effective environmental technologies that can realize the more stringent air pollution control standards and goals. Amongst these provinces, ECP has strong partnerships with Shandong, and is developing substance for its partnerships with Shanxi, Tianjin and Hebei. These provincial partnerships very well define the business growth targets of the clean air environmental technologies ECP memcos primarily from the Clean Coal, Clean Transportation and Fuel, Decentralized Energy and Combined Cooling, Heat and Power, and Industrial Energy Efficiency Working Groups represent;
3. In order to create an regulatory and business environment that faciliates the deployment of advanced American technologies effectively, this inititiative will also develop a series of workshops focusing on sharing the American clean air experience utilizing expertise from the U.S. policy making community, regulatory, especially at the state level in terms of utility and manufacturing practice, and other important stakeholders. These workshop-based dialogues will be an important component of ECP's dialogues with Central Government ministries inclduing the Ministry of Environmental Protection (MEP) and ECP's provincial level commercial outreach.
Consolidation of clean air and emission redudction related environmental technologies and services: 1) memcos nominate a continuum of technologies and products and/or their examples to develop an ECP Clean Air Project Portfolio as a technology reference for policy makers, utility owners, fuel producers and manufacturing operators; and 2) based on those examples, memcos can work with third-party experts, e.g. U.S. Environmental Protection Agency (EPA), U.S. utility management community, etc., to define a roadmap for how the U.S. industry to continue to participate the business opportunities along with China's clean air path.
Best practice sharing and demonstration projects
Best practice sharing and demonstration projects: the best practice sharing activities will be carried out in parallel with the marketing of technologies. The content will be drawn from the the American clean air experience utilizing expertise from the U.S. policy making community, regulatory, especially at the state level in terms of utility practice, and other important stakeholders in order to provide an enabling environment for memcos to build regulatory acceptance and customer understanding on the technological, environmental, economic and regulatory benefits of the products and services memcos supply.
Mercury removal standard improvement: to follow up on a 2012 March mercury removal reverse trade mission USTDA funded with EPA support, the mercury removal activities led by ECP memcos will include 1) a workshop supported by MEP to develop market understanding of the benefit of a more stringent mercurcy removal standards; and 2) a feasibility study project to prove the applicability of mercury removal products and techniques that can meet higher emission standards.
DeNox and deSox: 1) continue to support the coal-fired power plant deNox and deSox feasibility study and pilot led by LP Amina with Huaneng Shandong in Jinan. Upon project completion, assist to identify opportunities for scale-up in Shandong and other target provinces under the clean air initiative; 2) develp institutional and commercial partnerships in support of a cement industry-based deNox and deSox demonstrative program to showcase and pilot U.S. technologies.
Industrial boiler efficiency and emission control: to follow up on the 2013/07 workshop sponsored by USTDA and MIIT for ECP memcos, 1) environmental technology and alternative energy equipment providers from CC, DE&CHP and IEE WGs will continue to provider expertise for the MIIT's efforts in developing the action plan for industrial boilder energy conservation and emission reduction; and 2) according to the areas related, identify demonstration project opportunities within the scope of MIIT's action plan, e.g. boilder upgrade based on coal efficiency, deNox, deSox, carbon dioxide and smoke dust control, alternative energy sourcing; 3) support a reversed trade mission
Fuel economics: in response to China's clean air actions requiring improved fuel standards, deployment of alternative fuel and change in fuel market regulations, ECP memcos will organize a workshop with key government, industrial and commercial stakeholders to discuss key issues in China's fuel industry and market development with reference to its U.S. counterpart. Topics may include fuel and related technologies, market feasibility, and environmental, economic and effects.
Cement plant energy efficiency improvement and emission reduction: Participating memcos will work as a value chain to showcase technologies, solutions and products for cement industry energy efficiency improvement and environmental protection through outreach (provincial trips and workshops) to Chinese commercial partners for deployment of projects. Expected outcomes include demonstrate technical feasibility of the technology portfolio as De-NOx, bearing & power transmission solutions for vertical mills, cement kiln and slag mill application, and system optimizations at Chinese cement plant.
Commercial outreach: the clean air portfolio will be a part of ECP's provincial level outreach and engagement with China's utility / power generation companies. Based on Chinese side proposal, this can be piloted through partnership with Huaneng Carbon Asset Management Co., Ltd. under with in the scope of China Low Carbon Alliance, and others to identify market opportunities starting in Hebei Province, and will be also incorporated into collaboration with Shandong and Shanxi.
